Robert Lucas

Robert Lucas is a Legislative Correspondent and Online Communications and Technology Director for U.S. Congressman Mike Honda (CA-17) of Silicon Valley. He has worked in communications at the U.S. Senate Committee on Foreign Relations and the U.S. Election Assistance Commission.

Lucas is founder and treasurer for Raise Voices Not Dollars Super PAC (raisevoicesnotdollars.org), formerly CREEP Super PAC, and creator of the feed aggregator devoted to the regulation of the U.S. political process (politicalthicket.com). He has appeared on MSNBC, been quoted in Roll Call and ProPublica, and has been referenced in other domestic and international media outlets for his work in campaign finance reform.

During his fellowship this year, he plans to survey all U.S. House of Representatives staff for a needs assessment of Congressional ethics curriculum. The annual staff ethics training requirements were created over seven years ago, and there has yet to be an empirical study measuring their effectiveness. The goal for this year is to assess and recommend necessary changes in ethics rules and pedagogy to the House Ethics Committee.

Lucas graduated with his Master of Public Policy from Georgetown University (2013) and studied survey design and political psychology at The George Washington University and Stanford University, respectively.
