Laurence Tai completed his JD and his PhD in Public Policy at Harvard in May 2013. During his fellowship year, he examined two aspects of information in the regulatory state: first, the types of information that are uncovered from Freedom of Information Act requests and how they can (or cannot) be used as evidence of capture, and second, what kinds of ethics rules can make agencies less susceptible to capture when they must communicate with interest groups for information.
