Duncan Friend

Duncan Friend is a part-time doctoral student in the University of Kansas School of Public Affairs and Administration and Manager of eGovernment Initiatives for the Kansas Secretary of State. He received a B.B.A. in Accounting from Washburn University and a Masters degree in Public Administration from the University of Kansas. In his 25-year career at the State of Kansas, Duncan has been an accountant, system analyst, IT manager, and project director for large IT system implementations. He also served ten years in statewide information governance roles on the board of the Information Network of Kansas and the Kansas State Records Board. Duncan’s academic research focuses on the forces shaping the creation and use of information in government and its impact on archives, open data, and decision-making. In 2013, he served as co-investigator for a study of data sharing in Kansas government and as co-author of a report identifying opportunities for technological innovation in state services to business. During his fellowship, Duncan will be studying potential dependencies created by secondary uses of government data.
